GET /api/v1/pricing/organizations/{organization}/workspaces/{project}/tariffs/{model}/history

Explicit platform administration required, independent of ordinary customer workspace read scope. Reuses immutable customer tariff history and its bounded cursor contract. Returns selling prices only: no customer usage, balances, invoices, content, credentials or Provider procurement. Missing tariff returns 404; cursor outside the selected tariff returns 409. Cache-Control no-store.
