List workspace spending revisions

GET /api/v1/workspaces/{workspace}/spending-limit/{currency}/history

Workspace read permission required. Descending immutable history. before_revision is exclusive. next_before_revision is a decimal string or null; an exactly full final page can yield an empty following page. Baseline timestamps and actor data may be null. The server resolves the organization from the authorized workspace. Foreign or missing workspaces return 404. The compatibility route remains supported with identical payload, owner, revision and replay semantics.
